I never really got this mechanic. I suppose they couldn't just have mario fly and make the back and forth motion intuitive visually enough. Racoon leaf you just mash the button so I guess they were looking for an obvious way to try and tell the player to push back and forth constantly.
Well, it's not the mechanic itself that got me. It was more just seeing Mario holding his cape in a silly way.
I remember never really understanding how to use it, then being forced to learn it to get the secret exit of soda bridge. That secret was really crazy compared to all the others: Making you fly under the goal, but also over a bottomless pit.

If you're really good at jumping off the saw blades you could also take a Yoshi to the end of the stage and suicide with him to get under the goal.
