    Actually the real problem was you how the Germans were prevented from building any major warships for decades loosing pretty much all institutional knowledge, labor, and industrial base relating to warship production in the process and of course were starting from a huge deficit when trying to re-arm. You can't just one day decide "and now I shall build a strong navy!" and have it in a year or two, as Hitler's buddy comrade Stalin (and his successors) discovered as well. A major naval expansion had in fact been approved just before the war in 1938, but even that wildly optimistic program was intended to take ten years to produce a fleet that at best might've been able to contest control of the north sea... against the the RN fleet that existed in 1939.

    This keep in mind was all the doing of the naval leadership who rather desperately wanted a great fleet and weren't going to let little things like common fucking sense , get in the way of that.

    Of course the idea Britain would just sit on it's arse and wouldn't ramp up ship production in the face of a massive German naval build up even absent a war is patently absurd. So the entire thing was futile anyway as all this massive expansion would've done even if executed to the letter was resulted in a fleet weaker then what Britain already had in 1939, and certainly far weaker then whatever Britain would've had by 1948. In the meantime though all the navy's dick waving about wanting battleships meant they didn't build more then a pittance of U-boats before the war thus dooming that campaign to failure (although it's chances of ever succeeding tend to have been inflated in the interests of drama in most depictions).

    Pretty much all the trauma would be on the u-boat side. Some people actually consider the continued campaign pointless butchery barely above outright kamikaze missions. They kept sending out boats LONG after it was clear there was no realistic hope of even materially slowing the war's progress never mind actually winning any sort of victory. Pretty much every U-boat sunk from 43 to 45 was wasted on what was very nearly a suicide mission and that total was up into the hundreds. U-boats weren't hunting much of anything by late 1942, they were in fact being stalked and slaughtered on mass.

    The causality figures for U-boats are utterly appalling, literally approaching suicidal with something like 75% of the total number of sailors during the war outright killed, and of the 25% left half of those became prisoners.
