    Doesn't look like it. It also looks like an Enfield revolver instead of a Webley since the portion for the hammer is straight and the cylinder doesn't have vertical cuts.

    It is at half-cock. This allows reloading, like full-cock, but without the added chance of an accidental discharge(pulling the trigger). It also will prevent it from going off when dropped, as early revolvers were prone to doing due to the fact that the firing pin was just a part of the hammer. So since these early revolvers did not have safeties either, it was the best way to carry one because of having practically no chance of going off in any way.
