She's the commander, but not in complete control. Her subordinates aren't just mindless drones, so she can't predict their responses, especially when they're as wild as Re-class.

Yeah, those characters that shown as perfectly in control, always going "I knew you would do/say exactly that, so I did this and that" bore me to tears

This Anchorage has 2 acting leaders, one is Seiki and the other is Hime. They kind of do things differently so it's pretty much a 2 divided factions anchorage.

Seiki ?

Hakuchi Seiki -> Anchorage Oni / Anchorage Hime
Nanpou Seiki -> Southern front Oni

Ki is an alternative reading for both Hime (Princess) and Oni.
And looking at post #1520094 and post #1976952, it seems like they can change mode at will (a.k.a wear more clothes)

But I think that doesn't matter for Re. She's just a loose gun.
