Honestly, there is evidence of that happening in basically all the navies and armies of every nation, especially in wars as bloody and vindictive as World War 2.

The Reppu that crashed in Operation AL that Hoppo talks about all the time? That Reppu crashed because he was flying low and slow enough strafing survivors of a sunken ship that soldiers could shoot the Reppu down with small arms fire from the surface.

Is that so, I thought Halsey was the "KILL THOSE F*CKING JAPS!!" kind of person during the war. During the initial stage of the Pacific War, Halsey gives orders to his subordinates.

Halsey: Sink any shipping sighted, shoot down any plane encountered.
Subordinate: Goddammit, Admiral, you can't start a private war of your own! Who's going to take the responsibility?
Halsey: I'll take it! If anything gets in my way, we'll shoot first and argue afterwards.

I think Fletcher and Spruance were more reasonable than Halsey.

And by the way, the plane that crashes in the Aleutians wasn't a Reppu (since Reppu did not go to service in the war), it was a Zero, that's why they call it the "Akutan Zero".
