I'd say the costume design makes sense. In a sense. Hestia is totally not wearing a bra. Probably cannot afford one because she is piss poor. Hence, the ribbons for support.

That would work if the ribbon was slung over the shoulders, but wrapped around the arms like it is, it wouldn't achieve anything except restricting her arm movements.
