It is unusual for one to be charged with child pornography of clothed children. The Tokyo Metropolitan Police Department (MPD) arrested three managers of a tarento show-business production company in Shibuya, Tokyo, for producing a DVD of girls in bathing suits posing indecently.

The MPD judged that the actions of making girls wear small bathing suits and underwear that dig into the body and members involved in the filming touching the chest area, clearly corresponded to indecent child pornography.
"There is no doubt that this is child pornography. It goes without saying that making and selling things that depict children as a sexual object will not be socially tolerated, and in that regard, our country is extremely slack compared to Europe and the United States.
