I think the noodles are made from rice flour but I might be wrong.

Soba is the Japanese name for buckwheat and noodles made from this grain, but according to Wikipedia, it can also refer to any thin noodles (unlike udon, which are thick noodles). These look like buckwheat noodles though, it has a grayish colour.
