Age of consent is technically 13, but most prefectures have local laws and ordinances which effectively* raise it to 18.
(*Strictly speaking, these laws ban performing "obscene acts" on minors under 18. Sex may or may not count as "obscene" depending on the relative ages of both parties, the presence or absence of a romantic relationship, parental consent, and the nature of the act itself. Which is to say, it's fucked up and vague, like a lot of Japanese laws pertaining to censorship and 'obscenity').

Your point is valid and works based on (most) of the heavy cruisers, carriers, and Yamato class, but due to the treaties stopping battleship construction most of the battleships were actually quite old. Mutsu was the youngest commissioning 1921 around six years before Fubuki.
Although it must be noted how you think the ship girls are 'built' is a factor. Since if you subscribe to a 'recruitment' type fanon where they were normal girls that were somehow imbued or awoke to these powers and memories then their apparent ages could be accurate.
