When you think about it, if you're particularly dirty and you want to relax in a bath, you don't want to be lounging around in dirty grimy water with floating grass and who knows what else mixed in your water right?

Okay, the thing is, because life in Japan isn't as good as people would think it to be, they need to be trying to reduce as much money in everyday life cost. And so, even for bath tub's water, they would cover it up and use it for 3-4 days. How? They wash their body outside, also with hot water or some, with cold, it depends. Once they are sure their body is clean, they would then get into the bath tub. And so, the water in the tub is clean and can be used for 3-4 days, possibly 5. But of course, there are people who use that water for other purposes, including drinking them. Not that drinking it would be seen as common sense and kind of done by perverts only as it's commonly thought.
ANd that, is for anyone wondering what others are talking about. Yes, innocent people. I'm here to stain you.

It's easy enough to clean out water for drinking. In thailand, I grew up drinking river water(the same rivers we use for fishing). And very often, I'd go down the the river carrying a pot, bring it back home and my grandma would use a metal filter and then boil said water.
Drinking a cleanish bath water that is only used for soaking(and not cleaning in japanese culture) makes complete sense to me.
Not so fast there I have seen some art that say otherwise
