Yeah, I know but seems like there's a lot to do in order to play properly since the game doesn't seem to be open to oversea.

Make a DMM account (whether through the website or through the facebook or google)
if lazy or unable to do the lottery to get a KanColle account which takes place every 2 days, go to Himeuta forums and ask Enterprise there to do the lottery for you (after about 7pm EST and lottery schedule is posted on the Kantai Collection Twitter everyday)
Then follow instructions on KanColle wikia Tutorial to get set up to play o3o

No I mean the fact that the system to sign up is so obtuse (they're STILL on the lottery system?) and/or that the fan base is so hardcore that it has volunteers willing to go through the sign up process for other people.

It's because at some point early on the influx of new players were too much for the servers to handle. Or at least that's what I remember reading in wikipedia.

Well I got good news for you guys then. Unless you're playing with a group of people or chatting with friends about your game progess, you won't really be playing that much. I mean, there will be time where you might get very interested and play for a half or even a full day (Orel cruising is the best) but most of the time there really isn't that much to do. Hell, most of the time I only spend about 1 or 2 hours on my game to finish up some dailies. Kancolle is more fun when you interact with the community than just playing the game since to tell the truth, Kancolle really isn't all that.
There's a reason KanColle used to be compared with Cookie Clicker, both are "idle games". You take some decisions but everything plays by itself based on luck. The game wouldn't be so appealing without a community behind doing doujin (giving the game a character based on very loose ones) and helping each other at the wiki or any other forum.
Probably you wouldn't know exactly why Shoukaku (initial luck stat 10) gets damaged so often than Zuikaku (initial luck stat 40) without playing or why Battleships are portrayed as either impotent or afraid of Submarines. But if you follow the community and don't play game, you still get more than half the experience of KanColle.
