He's from Sayonara Zetsubou Sensei, the director, I think. His face shows up in circles like that all over the place: as clocks, and indeed as censoring.

While I appreciate the gesture, I've already independently established that this is definitively not Shinbou Akikyuki (SHAFT Director for Sayonara, Zetubou Sensei). Neither is it Kumeta Koji (the originating author of the same). Both of them are sort of malnourished-looking and not bald. Neither does it seem to be SHAFT founder Wakao Hiroshi nor current executive director Kubota Mitsuoshi. I'm sort of out of ideas at this point, and digging up photos of these folk isn't easy in any case.

Well, that guy, whoever he is, is all over Sayonara Zetubou Sensei.
