弥生 is Yayoi. Yayoi is very expressionless on the outside, so lots of Yayoi's lines consist of her saying that she isn't angry and apologizing for her stiff expression. I think the Admiral is saying he's in a Yayoi-like state, meaning he looks mad but actually isn't.
