I doubt she should be anything more than an usage/item like Mamiya or Irako. Using her increase your chance of getting rare ship girls or something.
If you look at the hidden programming you could see that Kancolle initially had some-sort of mini events where you can find treasure and stuff.

Yacht rented for research use.
