Based on the 3rd part, it looks to me like she's trying to open a jar. The admiral twists off the lid for her.

Amusingly enough. you could translate the commentary as the Admiral's spellcard.

And if you take the meaning a little out of context "broken seal" can mean a loss of virginity. It's his ability to break seals.

Purely from the context of other comments above, it's either considered a metaphoric reason for his success with the ladies in this series or it's now tied in with the ability of relatively new Touhou character Okina Matara. I could be wrong, though.
