Normally even if a translation's grammar isn't perfect I can mostly get the general idea, but I've been staring at this for about five minutes now and though I have a vague idea in my head what it might mean (Inazuma is a better Admiral then he is would be my guess) based on the context it's still really bizarre wording which is making me wonder if I'm missing something.
