If by missed, you mean in this pool, then no. She's Amano Shouko by uzaki (jiro). Same artist of Uzatto, the rabbit.

Trans bump, I guess? I think "Synopsis to the front skewers" should be "synopsis up to this point."

I am not remotely qualified to fully translate this myself, but I bludgeoned it with some computer tools, guessed a bit, and got the following, which will hopefully move this from "completely incomprehensible" to "not completely incomprehensible" while we wait for a full translation:

Opening box (italics correspond to pink text):

"With Ashigara-san from the Amano fleet, Ashigara-san of the Shiba Dog Fleet, the conversation doesn't seem to flow." (Pretty sure on the first two columns, not at all confident in the last one.)
"We were talking about this, (but) when I tried to simulate it, it was a bigger disaster than I expected."
"On the other hand, if (Yonesuke?) and the Amano Fleet Ashigara were to meet..." (I think the third character in the first column is shorthand for Yonesuke – it's the first character in "Yonehara," and those two characters are meeting in this comic.)
"It's a parallel story of how we got along unexpectedly well."

Panel 1:
Amano!Ashigara (right-side bubbles): She appears to be ranting about her difficulty in getting Amano Shouko to notice her – something along the lines of "she won't accept me or reject me, and she keeps flirting"

Amano!Ashigara (left bubble): "{??} can't move on, give up, or cheat!"

Unbubbled text (R): "I sympathize" (maybe "I know that feeling"?)
