That isn't Momiji, but an original character named Shouko Sakaejutsu. But yeah, not sure what the flowers mean for the other characters, though it might not matter since this is a birthday pic that the artist drew for herself.

Still, she's heavily based on Momiji, so a Hakurou Tengu nonetheless.
