why nobody talks about female admiral Teito Kuu from PuchiColle series?
There's like no danger in that series at all since there's a "Peace treaty" in effect. And considering the current arc and how Teetoku has taken a liken to the Admiral there. All these other Admirals are still fighting the war though.

As I said, probably one of the reasons he's being pictured here as a homage is because he's still fighting in the war(even if that series is also comical).
The puchi series though is so surreal and completely comical that the entire "War" aspect has been taken out entirely.
The shiba dog admiral comic is mostly a "Dairy" and pokes fun at alot of game mechanics rather than being a fan fiction, but again, still fighting in war.
