Not just this doujin, that basically describes everything Masara draws.

Masara goes completely out of his way to troll the otaku who talk about nothing but their sexual prowess or penis size, and think of any women who have any amount of sexual experience as "soiled" or "used goods". (See the images where Okuu says something like you're the 30th largest penis I've had so far or the Requests To Do It series.) Of course, it's kind of impossible to tell if Masara is just purely trolling people who think that, or actually thinks that women are all actually "sluts in disguise" to any degree from just the images, but that's basically the sum total of Masara's stock in trade to troll people by having the female characters "slutty" and frequently abused as "punishment" for that "sluttiness".

(In fact, it's kind of surprising that he actually tried to help Ushio, rather than call her a slut and push her away like he did Ashigara, much less Naka.)

well, in this case ushio is not doing that by her will, meanwhile shoukaku did it for protecting zuikaku, so it can't be helped (although we all know that's useless)

Considering this artists, i'm actually surprised myself that the Admiral didn't just go "Fuck it". Also kinda surprised he got Tenryuu and Tatsuta to be bodyguards and cooperate as well.

You know, I want this event triggering a flag for Ushio and Admiral so she can help in his... self-consolation, but he then hit by Tatsuta since she was tasked to guard Ushio from all men, including admiral himself.

Or this event turned Ushio to full-fledged lesbian, leaving Admiral in despair... again.

I think it's a decent possibility that what Ooi's actually saying is that she had dated a guy, but never actually done the deed, and then had a lesbian sexual encounter, and only that one lesbian encounter had counted. She was therefore hoping that Kitakami's 2 sexual encounters were with women, so that Kitakami was still "pure" in some yuri-lover sense of the term, which was dashed by Kitakami saying she'd had two boyfriends, not girlfriends. That whole line of reasoning depends upon it being assumed lesbian sex does count, so using this as evidence that it doesn't isn't supported.

I actually believe this might be the artist taking potshots at how his fellow artists and the general community in particular treat Ushio in Kancolle fanon, such as Himura Kiseki's series of illustrations.

This. Everything he draws is a whole lot of "THEM WIMENZ SURE IS WHORES, HYUCK HYUCK, AMIRITE GUYS?!" I'm guessing the guy got dumped one too many times and is now a hardened woman hater.

That last panel makes me feel like changing the pool from good work, admiral to ruining the glorious moment...

I might say that my "first sexual experience" was the time I got to second base with a girl when I was 13 at Summer Camp. "Sexual" means relating to sex, not necessarily actual acts of penetration.

It's the 5th time that I read this doujin, cuz I love it so I enjoy reading it from time to time, and I only noticed now.
