One could argue that it is Tosa.
But I don't know the completion percentage of both ships when their construction was cancelled.
Just saying, this one can be Tosa, not Kaga.

I saw a drawing of AX Tosa over at Shipbucket.

No turrets.

Kaga on her first Carrier Conversion still carried a turret.

But it was not her supposed to be 410-mm turret.

Also, "The barbettes for the 406 mm (16 inch) guns were in place, but no turrets or weapons had been mounted". About Tosa from wiki.

So this it Target Ship/Gunnery Training Ship Tosa? Sort of like what the US did with USS Utah after the London Treaty of 1930.
