I think Thrawn would be better. Vader was too much a proponent of the "kill your subordinates if they fail even if they try something innovative."

Of course now I'm thinking, how do you fit in Vader's "I find your lack of faith disturbing" line here?

Well, for Ozzel, it wasn't so much as 'fail' as 'insubordinate and undermined authority to the point of screwing up the mission.' Captain Needa… Well, he could have tried looking out the window, or at least tried buying time first.

But yes, Thrawn would be a much better Admiral regardless.
