I think most people forgot about these 2 belonging to the Shiratsuyu-class due that their outfit are different from the rest.
I added, for example post #1770214, the rest of the commentary, and looks like whoever doesn't wear the same black uniform, doesn't belong to the Shiratsuyu-class.
By the way, I translated this picture. I don't know if "Ichiso" is related to the artist that drew the official artwork of the Shiratsuyu-class.

Probably the same reason why Murakumo doesn't look a single thing like any other member of the Fubuki class (all of whom otherwise strongly resemble one another) - she's a starter ship, and so (along with Fubuki herself, come to that) was probably designed before anyone thought of having sister ships dress alike.

Kujou Ichiso is the official character designer for this class, except with Samidare and Suzukaze.
