I'm not entirely sure it IS Shena the Draw, but nobody else really looks like that off of the top of my head. No idea why she's got an axe, other than to apparently fight off that spiral king from nowhere...

This is actually the Little Girl pet you get right off the start, the sprite has a blue skirt just like the one shown here, and that also explains why she has an axe.
