They roamed the sea like pirates until they "discovered" Hisago Island unilaterally decided build a base on it.
Afterwards, some of relationship with their home country was reestablished and thus the base became a semi-official US military base.
Even though they are the smallest faction in terms of population, they have the greatest combat strength thanks to everyone being professional soldiers. They also possess the most military hardware among the factions, though the vast majority of the weapons are anti-human and only one Humanoid Walking Tank is anti-Genjuu.
