I think it's based off of the Imperial Guard armor from Warhammer 40K, and I think that the armor is relatively similar between Halo Marines and 40K Imperial Guardsmen.

It's the steampunk with European colonial-style uniforms. Of course, the moon rabbits would fit right in to that universe anyway. Eirin is clearly a medical Spark.

This is fairly clearly based off of 40k, I believe, as those space-ships moored in the background are straight from Battlefleet Gothic.

One of them definitely resembles a Dauntless-class light cruiser.
