I've always wondered how Rumia was sealed in fanon. Outside of Osana Reimu, I imagine it as battle of necessity on the part of Yukari or Sendai Hakurei no Miko- because unsealed Rumia presented the very real threat of eating all humans in Gensokyo, thereby depriving all youkai of anything to scare and therefore throwing the survival of Gensokyo into crisis. She had to be dealt with, but either nobody wanted to permanently stop her, or more ominously, nobody could.
Considerating that various other chracters were sealed instead of being killed, it's possible that the "standard procedure" for unwanted people (being a man-eater helps here) was sealing/exiliating them, and not killing them. I mean, why the hell should a youkai wear an ofuda (Reimu's youkai-exterminating tools, just to remember) that she can't even touch? It certainly didn't grow there on its own, and she couldn't put it on with her hands. The more i look into this, the more it sounds convincing. I know it's ZUN we are talking about, but i'll never stop to hope that there is at least a reason if he pointed it out that it is not a simple ribbon and that she can't touch it (another reason other than playing with us, of course o3o).

The thing is, as far as I know, even characters with sealing devices/limiters on them all have the option to consciously remove them. If they need the extra power, they can drop their seal and reveal their full power easily.
Rumia is different. She is literally the only canon character that can't take off their amulet. What the purpose of the seal is is left ambiguous, but she's unique in that she can't remove it. What could she have possibly done to require something like that compared to the other very powerful/dangerous beings in Gensokyo?

You guys are reading way too hard into it. Touhou is light-hearted. There's nothing dark and gritty in it like the fanfiction you guys are saying here. Give it a rest.

Well, Byakuren couldn't do it herself, the seal was removed by someone else.

What? Her profile actually says that "she can't touch it even though there have been times when she wanted to take it off". So she does mind about it.
Touhou being light-hearted in the current situation doesn't mean that it didn't have less-light-hearted things in the past. Yuyuko killed herself, youkai ate humans before it was forbidden by themselves (and still do with outsiders), Byakuren was sealed by other humans because she was feared, the previous shrine maidens probably exterminated youkai in gruesome ways, etc. Even now, there are really few humans who don't fear youkai, meaning that there's at least something to be afraid of. Of course, i'm not trying to make it look like everyone in Gensokyo is a serial killer (not anymore at least), but it doesn't mean that everyone is happy-going and sings and dance all the time either.
And i'd be happy even if that amulet makes something really retard, i just want to know what it is.

Argh! It sucks she's gone the way of Flandre, another interesting, or potentially really interesting character that just hasn't been elaborated on much. Then again, my original question concerned fanon. While the idea of a limiter accessory raises lots of fun ideas, I wouldn't put it past Zun to just have the amulet zap her whenever she tries to touch it, and it's literally only there to do that, which is just more fanon, of course. I'm not hopeful we'll ever get a real answer regarding the amulet.
i think why Rumia sealed, and not exterminated by Sendai Hakurei no Miko. It's because Hakurei Miko are tired of killing youkai. The Youkai are just like human that afraid of extinction. The last youkai she exterminated on the flashback in the series, that youkai are the last of his kind. That hurt Miko feeling, because of that Hakurei don't want to kill Rumia and other youkai again, and that way Spell-card system are born. Sorry for my bad English
