I doubt it, 72km/h is not really much against the fastest in Gensokyo, it wouldn't even be a fair match. The difference really shows in this picture too, if you look at Aya's and Shimakaze's expressions. Shimakaze is going as fast as she can to try to get away from the annoying crow tengu's papparazzi shenanigans, who on the other hand happens to not have any difficulty following Shimakaze.

If they were both swimming, then it might be a more interesting race... though Shimakaze would probably win very easily. I doubt Aya is much of a swimmer, at least when compared to a war ship.

After I reading about a Zero Fighter Plane in Gensokyou. I think that if an item gain popularity in history like some relic, it is possible that this will affect their performance in Gensokyou. Ex. The Zero Fighter was the best WW2-plane before Midway and Shimakaze being the fastest Destroyer in the world. Thus those things if place on gensokyou, might posses some kind of power which is fueled by their reputation itself. (Which it sounds like the Fate series itself.)

That is definitely an interesting theory. It has been a while since I read Perfect Memento in Strict Sense and Symposium of Post-Mysticism, but if I remember right, for someone/something to gain powers in Gensokyo, such as incredible speed, it requires people to believe in that someone's/something's existence and form an image of that someone/something, that she/it is something incredibly fast.

Let's say that some little bit of information of Kantai Collection has spread to Gensokyo, with that information being something about Shimakaze and her speed. Now if people in Gensokyo actually believe that this Shimakaze exists, that would actually bring birth to an existence called "Shimakaze" in Gensokyo, and her abilities, such as her movement speed would be formed by people's imaginations. Gensokyo's residents should be used to high speeds youkai like Aya, so they would probably imagine Shimakaze's expectional speed to be something on par with those high speed youkais, in this case Aya, even though in reality, outside of Gensokyo Shimakaze isn't exactly all that fast when compared to the supernatural tengu. In this case, if Shimakaze would actually be born in Gensokyo, she would easily stand a chance against Aya on a race.
