Earlier strips and comments said that Papa-gasa visiting Mizuki during Golden Week, which is two weeks ago. Of course this is enough time to either find out or just to say about this, when "iron is too cold for strike". Also consider that author may add shits and giggles to his strips, like he did in wedding arc.

Followed the link and allowed all scripts (I normally have a script-blocker on), but still can't see/hear the stream. I made sure I was signed in to NicoNico, so what am I doing wrong?

I believe you need to have a premium account to view archived streams. Also that one's probably too old, I think archived streams are only available for a limited time (indicated by 「タイムシフト視聴が可能」).

I happened to be pulling an all-nighter that day so managed to catch that stream live. Papa-gasa's enka is pretty good!

Well, nuts. I don't plan to utilize the premium functions enough to bother paying, and the odds of my catching a stream by chance when trawling NicoLive aren't enough to make it worth the price, either.

You could follow sensei on twitter, usually a notification will be posted when he's streaming. In fact, he just did solo karaoke earlier today, you just missed it!

That would require registering for and regularly following Twitter. I'm juggling enough as it is, it feels like.
