Let me clarify, what I meant by the devil ruled the world is that the devil is "in the air", or in other word everywhere in the world. Many times he was referred as the "Prince of the power of the air"(Eph 2:2) or "Prince of the world"(Joh 12:31;14:30;16:11), and he answered that he was going around the world when God asked him from where did he go. This is to emphasize that the world is under the devil, and he has power over it, as shown where he imitated God, as is the nature of the devil, to trick Job into thinking it was God's wrath(Job 1:7,16,19). The devil is always waiting for an opportunity to devour us and make us sin, as we can see in Eph 6:12, "For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places."
However, we mustn't blame it all on the devil, because he himself is not the cause of suffering. It's the sin that he had done. He was God's most beloved being, but he sinned and it all went downhill. The same thing happened to the world, which became sinful because of the sin that Adam committed. Because this world is sinful, we are prone to do sins, and that is the cause of sufferings, since sins make us further away from God and His Holiness. Remember that we are only truly happy because God is with us. I wasn't clear on that so I apologize.
The devil only actively tries to make us sin because he wants us to be the same as him, but remember that, ultimately, you are the one who decide whether to sin or not. Don't keep blaming somebody or something else when you are "tempted" to do sins. It's just that there are too many chances that you'll run into that kind of situation in this world. That's why we mustn't be too attached to the world. However, sufferings don't always come from sins. There are sufferings that you have to go through when you choose to follow God. These kind of sufferings are referred to as "trials" and "testing"(James 1:2-3), mostly to prepare you and hone your discipline. God can also use the devil for this, like what happened to Job. Because even though the devil has power over the world, God is above all and has power over him and everything.

That's what I was getting at. Though going by transitivity, the world is (made) cruel because of humans. No god(s), devil or demons, only mankind. Let's all hope we get our act together before we irrevocably ruin Earth. Also those who have should give to those that don't and everyone should start being nicer to each other. That reminds me, the kanji here that is translated as "world" is often also meant in the sense of "society". Because that is the "world" for us humans... Our life with other human beings.
