I'm pretty sure it just means the sound is ... odd. Muffled, interfered with with by the kissing, etc. It's not any normally used sound in Japanese.

You also see it around gaspy cries of shrieks of women in doujin and what not. It's just to make it look as unusual/extreme/unique/peculiar as it sounds, I guess.

In this case it does indicate muffled sounds. You might see an entire sentence with the " sometimes to indicate this.
