No, these seem like "regular" items, she found by herself. Also, it seems like everyone in this game is trying to catch her for some reason other than thieft.

Well, Seija's doing in DDC basically affected all of Gensokyo. People from the "ruling side" like Yuyuko (she is already there) would try to punish her for undermining their authority, so maybe we'll see Remilia, Yukari (i actually hope for Ran) and others like this.
People of the "weak side" would hunt her because she "forced" them to go berserk and they got their asses kicked, and this may even include old low-level characters that we didn't see in DDC, but actually did something "bad" somewhere else and were punished by other strong characters.
