Backwards Cyrillic " И "s.

This looks like a fictional airframe to me - all Russian MiG-25PD/PDS were retired in the mid-1990s, leaving only reconnaissance and electronic warfare variants in service long before the "VVS ROSSII" markings were applied in 2010. (Also, the only references I can find to aircraft with bort number 67 Red are of different types.) Still a nice picture, of course.
