She probably can fly, but being a water youkai is entirely possible there's a downside that makes her needing to use more power to do so, or she is plainly not used to it and takes her much more effort compared to other youkai.When i think about her in DDC, i imagine the battle being fought with Wakasagi coming in and out of the lake using water-based danmaku while Reimu/Marisa/Sakuya stand above it throwing shit at her.

I've always assumed she could, but that it would be highly ill-advised. Since her natural ability is to "become stronger while in water", and given her power level while *in* the lake, leaving the lake would probably lead to bad things.

Probably. Even turtles can fly in gensokyo, so I don't see why she couldn't.

I imagine this is a matter of much debate, and I can see where many of the arguments for "yes" are coming from, but I personally think that she cannot. Like was said as a reason for why she doesn't if she can, she becomes stronger while underwater, so I don't see much reason why she would have the power to fly, since doing so would simply weaken her. It's like how selective evolution works, in a way: why have something if using it is a bad idea?

Actually, this is untrue. It's extremely hard to tell once the danmaku starts flying, but you can actually notice it if you look closely at her sprite during the pre-battle dialogue: the tail part of her sprite is actually submerged under the lake's surface the whole time. So really, she does swim for the whole battle in DDC. The same is true for ISC.
