In Admiral Bottom's defense she may have let her guard down since Akagi went with the gentle approach. Out of those who hunt admirals the safest ones for her are... actually only Akagi and probably Kaga. Well Kaga was a little forward Ironically admiral is too forward for Yura and Haruna to make any moves

The simple answer is that this admiral isn't a total uke, even in this artist's mind. If there's a kanmusu that Niwatazumi likes as an uke even more than the admiral, then she flips Admiral Oblivious Flag-Raiser to get Haruna, Yura, or some of the other destroyers going. (And while Shiranui and Iku are overly-aggressive, Kongou's more silly approach actually seems to make a dent.)
