Distraction maybe? In the manga, during the time of HM and DDC, it's said they were completing their Youkai Mountain tramway. It's partially why Sanae wasn't involved in either. All they need now is a source of power for the tram. Of course the problem with this is it isn't particularly secret or nefarious enough as to warrant needing a distraction. Also, during the conversations about DDC Kanako and Sanae seemed to know nothing about the incident.

I... how... what... Didn't Kanako start the Subterranean Animism incident so she'd have a steady power source? Did she fucking forget the very first thing she did when she came to Gensokyo?

I suggest reading Symposium of Post-mysticism for the reason why they need a new one now.

While they don't go into detail about it, Sanae also mentions this in Wild and Horned Hermit chapter 2, where they ask Reimu to ask Kamayamabiko no Mikoto to create palladium alloy for cold fusion testing. (By chapter 6, Sanae still notes Gensokyo's "[ongoing] energy crisis.")

Well, knowing ZUN, it's probably because Okuu is too dim-witted to take instructions properly, instead of willingly defying Kanako for what she did to her.
