A wink is usually accompanied by a smile.

A wink is also often voluntary.

According to the wiki entry, the wink tag is used for any situation where one eye is closed though.

Then the wiki entry is wrong.

I don't really know how the wiki entry can be wrong, that's the way the tag is currently being used, if you think the tag definition should be changed that's a different issue.
one_eye_closed is aliased to wink and there is absolutely no way to objectively and consistently interpret the thoughts and feelings of a character in a static image. I don't think the character's reason for closing one of their eyes should be part of the criteria for tagging. forum #53919 ends with

I can only hope people remember to add wink when tagging and not leave it at wince.

Though that topic is quite old and I suppose could be completely outdated.
My point is that there was no forum discussion or any kind of agreement that I can find distinguishing a wink from any other form of closing one eye.
I made a forum topic so we don't need to discuss it in the comments: forum #95993
