    this took me awhile to paint :P (Lick)

    i tried to put as much detail befor it frooze photoshop, but i think its a Thumbs Up

    He's been running that for years, surely longer than '98 because he was in power since the '70s.

    If you looked at the article, it says he was a dictator with an all-female elite guard (some started out very young, and even taken by force) and that's been known since the 80s/90s. That's what I was referring to. It sounds an awful lot like the Juni/Juli origin story from the Udon comics.
