Isn't this Himeko? On Pixiv, it's in a stack of Himeko pictures.
Hard to tell, but I'd say it's Shigeru, because the hair has no trace of brown, the face at the bottom right has "cat ears", and Rand tends to mass dump his pictures on pixiv becaue he primarly posts his art on his tumblr, and not care about the tags.
