It looks as if osa-Kisume can only keep moving as long as her bucket has water in it.

The obvious solution is for osa-Cirno to freeze a layer of water to make an ice bottom for the bucket.

Looks more like because the water flows through the bucket because of her walking, osa-Kisume is unable to carry any water on her own volition.
