It's the failure_penguin. Basically they appear when development fails.

Although I haven't played the game either, I understand it as "upon hearing that they had enough resources to try development (as opposed to building a fleet), Admiral quickly does so and promptly fails, infuriating Inazuma due to the waste of precious resources."

Na, female admiral tried to craft another equipment and not waiting for the 30 for a ship lol the penguin only appears when equipment craft fails, ships construction never fails.
