Oh lordy, what have I gotten myself into. That second to last panel is going to be filled with joy.

If someone wants to give the text in that panel a shot, I'm going to come back to it later. I can't make out some of the kanji there.

TR-LM: small, handwriting, contain kanji in penultimate panel.

Translation fixed and completed. Thankfully, this one was actually provided at a high enough resolution that most of the handwriting was discernible at original size. I'm still scratching my head over some of the initial translation choices, though.

Well, colour paints are my forte! I've got some oil paints we can use.
    Plastic Adhesive Nitori Cement
*Feel free to skim through this part

    That's my weakness...
Use a fine brush to color-separate detailed ornamentation. Once you apply the decals, it'll feel like you're about done.
Make free use of your skill and taste to stain it realistically with dirt, raindrops, rust, peeling paint, scratches, etc.
Use a variety of reddish brown acrylic colors, oil painting tools, sand, and so on to represent staining from dirt or sand. Heavily dirty up the undercarriage in particular. Painting it roughly with plenty of moisture is fine.
Gently brush projecting areas with a bright frame color on a dry brush to make details stand out. By inking in recesses with a dark color and dry-brushing projections with a light color, you can create a lively variety. Rub the corners of the armoring with a pencil to bring out a metallic feel.
    Done!!
    Mnh!
The assembly's pretty much done now, but...
Wow, you work so fast, Miss Nitori! You've already finished the light tank?
I just followed the instructions and assembled and glued it together. Easy.
I guess so. It's actually well made for a toy to be built by a child.
    Isn't it?
Such an itty-bitty turret! It's adorable!
It's surprisingly detailed for being so small. It looks more complicated than mine.
...the problem will be painting it. If anything, this will be the main part of making it.
I see...so you dirty it up on purpose in order to make it realistic.
    Right. That's called "weathering".
⑦ Dry Brush & Finishing Touches
I investigated the process, and here's a rough outline.
    ① Base-Coat the Entire Body
Broadly separate out all parts (like the undercarriage) with acrylic colors and such.
I don't get the fundamentals at all, though.
    ⑥ Even More Weathering
Cover the entire frame with a base coat using a spray or an airbrush.
    ② Color-Separate the Parts
    ③ Ink Wash
④ Painting Details & Applying Decals (Stickers)
    ⑤ Dirtying (Weathering)
Anyway, do a bunch of stuff
Wash down recessed areas using ink diluted with a solvent. This will make details stand out. (Enamel coating & such)
