Given the trademark looooong legs, slightly clumsy faces and eyes, it might well be Takeuchi's early experiments with Photoshop.

There are no dumb questions, only inquisitive idiots. And the red-head right next to Cosmos is ChibiChibi, whose identity varies depending on whether you're reading the manga or watching the anime.

it looks like a fan illustration to me. I don't think that's Naoko Takeuchi's style.

agree, even if Naoko's style is the usual shoujo, this is too clumsy

Actually one of the 90s animation directors drew this. Can't recall which one but if I had that chart of the directors I could probably point it out. The other version is by a fan/offical merch and DVD cover artists. :)
