Kinda messed up, but interesting too.
I could be looking too deeply into this but it could be a parody of regulated society. We pass laws to "reduce crime" yet what is a piece of paper to one with criminal intent? Wolves can walk freely and among sheep with a false sense of security, they can thrive.
