In a sense to what you've said, Ms. Seija's ability transcends not just the game she's in, but also between other canon games. Even Yukari can't boast that.

She might just be the next Yukari, considering that the plot of DDC is essentially "Seija is fooling around" and the plot of TH15 might boil down to "Seija is fooling around again."
