10 months late so this is very inconsequential, but there is a daily refreshing quest in the game which rewards you with a very small amount of resources for scrapping two ships, which is titled Naval Treaty Concession!. Said quest is probably a reference to the real-life Washington Naval Treaty and similar such treaties, where the major powers after World War I decided not to build too-large fleets.

This girl Ooyodo is the quest NPC, hence the picture.
