I wonder why we almost never see any characters like this in manga/anime/games.

Look up Real_Drive, it had a few chubby females, including the heroine.
As for why we rarely see them, it's because the ideal right now is slim bodies. But a few token chubby characters have popped up in recent years, such as Idolm@ster Cinderella Girls' mimura_kanako.

It might the ideal body for alot of people, but there are alot of pictures of plump manga girls around on the internet everywhere. It's pretty common nowadays to have loli girls in anime too so why not more chubby girls?

Real Drive was criticized by alot of people of it's chubby characters atleast on Animelist. Then again there alot of people who liked the more realistic approach to the character bodies.

Maybe it's just too much of a risk to put in chubbier characters?

There's been more than a few official chubby/plump girls appearing in anime/games recently. I don't know if this is a sign of a new fad or just a specific few designers trying to be unique. But the idea of even having a girl who wasn't the typical hourglass skinny anime style girl appearing in anime or a video game would have been near impossible just a few years ago. Yet now we're having girls who are not only of an average build, but I can think of at least half a dozen who's entire focus in the show has been on their weight. And they all appeared in just the last 5 years or so. In such works as Idolmaster, Real Drive, Mitsudomoe, Amagami and more.

Real Drive was a show that tried to have a Ghost in the Shell level budget without Ghost in the Shell level hype and name recognition. It was a great show, done by the GitS anime team and partially written by the author of GitS. But most people got turned off by its episodic formula and the fact that it simply wasn't GitS. It was a highly optimistic and bright version of the future. Where Ghost in the Shell is a very dark, gritty and sometimes pessamistic view of the future, where things turn out for the better in the end because a handful of people care in a world of of indifference. The few people who used the excuse of hating the show based on the character designs wouldn't have liked it reguardless. But their arguments were weak to begin with since only one character in the whole show was truly overweight. And in fact, multiple characters in the show were modeled directly off the designs of the Major from Ghost in the Shell. It was even a major plot point how the androids in the show looked like her.
