I've seen it used to denote the boundary of hot and cold air fronts.
The other musical note-looking symbols are based on wind barbs, although with some differences.
The symbols here are mostly valid, but used in invalid combinations: concentric circles mean calm winds, black circles mean overcast, and circles with a vertical line down the middle mean few clouds (~12% cloud cover or less). Half-filled circles mean, fittingly enough, ~50% cloud cover, although these are turned sideways. The flags on the barbs are explained better than I could by the linked article.
Compare this map, which I randomly pulled off the Internet. (This is centered around the Puget Sound area in Washington state, US, and British Columbia, Canada. Some of the stations visible are CYQQ, Canadian Forces Base Comox on Vancouver Island, and NDBC Station 46041, a buoy off the coast of Grays Harbor County, WA.)
