Actually, these two not showing up makes sense given the plot of Double Dealing Character. Its about the heroines' weapons acting as if they are becoming alive, yes? Sanae hasn't been in Gensokyo long enough for her gohei to become a tsukomogami, plus she's a living goddess so her gohei becoming a youkai makes no sense. Youmu's swords have anti-spirit properties, don't they? So its unlikely they'd develop their own spirits.
Meanwhile, who knows how old Sakuya's knives are thanks to her time-stopping (or what effect exposure to all the weird magic in the SDM would have on them); Reimu may be a miko but she slacks so much at her duties I wouldn't be surprised if her gohei became a youkai (plus, it'd be hilarious how pissed off/embrassed she'd be at the thought of a miko's tool becoming a youkai); lastly, I've already seen at least two doujin where Marisa's broom becomes alive thanks to all the weird magic she surrounds herself with.
Its just more likely to happen to these three than the other two.
I never understand why everyone has a problem with Sanae being a playable character, I mean she was playable in only 3 game while Sakuya was playable in 5 games(Including one of the widows 2 gen games).

In Marisa's case, it's actually her Hakkero that's malfunctioning. Even more plausible, since it's a friggin' magical reactor, so any little thing could go wrong in there to mess up the reactions.
