I looked it up after posting that, and I realize that it is combined TTS / synthesizer software. That fact remains that that the arrangement of the song and the polyphony at the end of the phrases make it sound incredibly harmonica-like.

Some of this sounds like video game music... pacman mappy and others come to mind.
